- Work with the capture and management teams to develop strategies, including identifying win themes and discriminators
- Develop a proposal management plan that includes a compliance matrix, proposal schedule, section outlines, and writer documents
- Analyze RFP requirements and manage the development, review, production, and delivery of the entire proposal
- Facilitate writer meetings to manage progress and resolve problems
- Participate in color reviews to ensure our response is complete, compliant, and compelling
- Allocate proposal resources, including assigning writers, coordinating facilities, and coordinating subject matter expert support
- Manage graphic development and production schedule
- Develop color review materials to ensure that reviews are conducted in a structured environment (review in-brief slides, evaluation criteria, commenting methods, and formal debrief packages)
- Ensure on time delivery of compliant, compelling proposal
- Review/understand all applicable RFP requirements
- Perform research, analysis, and data collection needed to prepare text and figures
- Develop section-specific themes, text, and figures
- Comply with the annotated outline for assigned sections
- Review volume sections regularly and manage section to meet all deadlines
- Enforce proper page limitations, styles, and other requirements
- Evaluate and incorporate appropriate comments following major reviews
- Central point of contact for document storage, graphics coordination, and overall administrative assistance
- Analyze RFQs, RFPs and RFIs to create proposal outlines and development plans
- Assist with proposal kickoff, meetings, proposal plans, schedules, outlines, and compliance matrices
- Facilitate brainstorming and developing solution sessions
- Research and gather corporate information, product information, and other standard materials for writers
- Maintain, augment and improve library of reusable components, templates, and processes
- Use company color scheme, Government requirements, and Proposal Manager compliance matrixes to develop compliant writing templates
- Import and format graphics, tables, bullets, focus boxes, action captions, and theme statements into attractive, space-saving design templates
- Troubleshoot and problem-solve document or file issues
- Maximize space and ensure visibly compelling content within the confounds of RFP requirements
- Check page numbers, graphic/figure numbers, headers, footers, table of contents and figures, cover pages, and all other formatting for compliance with RFP mandated parameters
- Review document for proper grammar, correct spelling, defined acronyms, and correct punctuation
- Identify areas for clarification
- Synchronize all sections for one voice
- Develop acronym list
- Work with writers to develop and update graphics
- Validate compliance with RFP size and font requirements
- Search for new business development opportunities through SAM.gov, GovWin, GovTribe, and other sites
- Add and manage opportunities on the pipeline calendar
- Create reports and presentations to update staff of potential opportunities and changes in release or due dates for tracked or active solicitations
- Assist with identifying resources requirements, coordinating proposal assets, prioritizing opportunities, and adjusting plans as opportunity release and due dates shift
- Analyze RFP requirements to create bottoms-up and top-down analysis
- Complete and submit Government calculations/worksheets and develop cost narrative
- Provide insight and “what-if” scenarios on Government pricing risks, compliance, and implications
- Participates in cross-functional teams (pricing, legal, finance, business development, etc.) as the Government Pricing subject matter expert to evaluate and implement business strategies and initiatives
- Educates personnel and builds awareness of Government Pricing concepts
- Review proposal for compliance, responsiveness, and ease of evaluation
- Provide actionable recommendations for improvements
- Work with writers and proposal manager to explain thoughts and give further guidance
- Conduct market and competitive intelligence
- Assess competitive landscape, strategies, key programs, personnel and technologies, organizational structure, and other critical information to calculate and increase the Probability to Win (Pwin) rate
- Develop sales and marketing programs, including analyzing existing and expanding business development pipelines
- Assist in optimizing relationships with customers and teaming partners
- Identify risks and develop mitigation plans
- Participate in color team reviews and provide actionable feedback
- Develop and present Gate Briefings to leadership on pending and active bids
